the Swearing-In Ceremony.

Clerk of the House of Assembly, it gives me great pleasure to welcome Her Honour
the Lieutenant-Governor, the hon. Judy Foote, all Members-Elect and invited
guests to this ceremony today.
We would like to acknowledge former Members of this House of Assembly
who are in attendance: the hon. John Crosbie, former Lieutenant-Governor and
former Member of this House; and former Members of this House: Mr. Clayton
Forsey, Mr. Tom Hedderson, Ms. Lorraine Michael and Mr. John Ottenheimer.
Today, the
Members-Elect become Members of the House of Assembly for the 49th General
Assembly in the province since 1833. On behalf of my fellow House Officers, as
well as the staff of the House of Assembly Service, we look forward to working
with and serving all Members during the 49th General Assembly.

Constitution Act, 1867, I, as Lieutenant-Governor of the Province of
Newfoundland and Labrador, am authorized to administer the Oaths or Affirmations
of Allegiance to Her Majesty Queen Elizabeth II to those persons elected to be
Members of the House of Assembly in the General Election held on May 16, 2019;

their Oaths or Affirmations of Allegiance and Oaths or Affirmations of Office

Your
Honour, I am pleased to report that Mr. Bruce Chaulk, the Chief Electoral
Officer, has published reports in the June 3, 2019 and the June 7, 2019 editions
of The Newfoundland and Labrador Gazette
certifying that 39 Members- Elect were duly elected on May 16, 2019 and entitled
to take their Oath or Affirmation of Allegiance and their Oath or Affirmation of
Office.
The
results for the electoral District of Labrador West are subject to a judicial
recount. The Member representing the District of Labrador West will be sworn in
once the results of the recount are certified.
The June
3, 2019 and the June 7, 2019 editions of
The Newfoundland and Labrador Gazette containing the reports of the Chief
Electoral Officer are deemed to be tabled and formally entered into the House
records.
During
the ceremony, each Member-Elect will be called in alphabetical order by
electoral district name. As their name is called, the Member-Elect will enter
the Chamber through the ceremonial doors and proceed to the lectern on Her
Honour's left.
A Volume
of Holy Scripture located on the shelf in the lectern is held by Members-Elect
taking Oath. Each Member-Elect will either swear an Oath of Allegiance or affirm
an allegiance to Her Majesty Queen Elizabeth II, as Queen of Canada, before Her
Honour. This requirement is set forth in section 128 of the
Constitution Act, 1867 for all
legislatures in Canada.
Each
Member-Elect will also make an Oath or Affirmation of Office. This requirement
is set forth in section 5 of the House of
Assembly Accountability, Integrity and Administration Act. The individual
Oaths or Affirmations for each Member-Elect will be provided to each Member by
the Law Clerk, Kim Hawley-George, as they come forward to the podium.
After
completing the Oaths or Affirmations, each Member will take a seat at the Table
next to Her Honour and sign their Oaths or Affirmations. Her Honour and the
Member will sign two copies of each Oath, one for the House records and one for
the Member to retain. The Law Clerk will collect the signed Oaths or
Affirmations. The Member will then proceed to the Clerk's Table to sign the Roll
of Members next to the name of the electoral district they represent. The Roll
of Members is a large, hand-lettered document on which is inscribed the name of
each electoral district in the province.
The
Member will then be escorted to their seat in the Chamber by a House of Assembly
Page. Once all Members have signed the Roll, Her Honour, the Clerk assistant,
the Law Clerk and Clerk will also sign the Roll. The signed Roll of Members is
then hung in the corridor outside the Chamber. A facsimile of the Roll of
Members will be prepared and given to each Member as a memento of this event at
a later date, along with their signed Oaths or Affirmations as witnessed by Her
Honour.

Thank you.
There
are many constitutional responsibilities that come with the position of
Lieutenant-Governor, Newfoundland and Labrador, as there are in all provinces
and territories. None more important than being here and witnessing what we did
today.
Congratulations to each and every one of you. First, on putting your name
forward. This is such an important position that you've all been elected to. It
is so important that we acknowledge your commitment to make a difference in our
province that we all love on behalf of the people of Newfoundland and Labrador.
I also want to acknowledge the supporters, family members and friends who are
here today.
We all
recognize that the challenges you've taken on in your new roles – new for some
of you, old hat for others – but I think any time you're sworn in as a Member of
the House of Assembly it's exciting, it doesn't matter how many years you've
been doing the work. And I know that some of you when you came up this morning,
a little nervous, but it's good to be nervous. It gets the adrenaline flowing.
This is
such an important undertaking – not just for you, but as I said, for your
families. It involves all members of your family, it involves your friends.
Because you will learn, those of you who haven't, that it's an all-consuming
job. You want to do the best you can. You're going to find yourself working
around the clock, but that's because you believe in what you're doing and
because you are committed to the Province of Newfoundland and Labrador and to
the people who made it possible for you to be here.
There
are going to be challenges ahead, and all I ask as a Lieutenant-Governor is that
you work together. The collaboration that's going to be required to make this
House of Assembly operate as it should in the best interest of the province that
we love and the people we all want to have the best possible future is going to
mean working together. So I implore each and every one of you, to think deeply
when you're giving thought to decisions that are going to be made in this House
of Assembly, to think about the people you're representing, to think about the
province that we all love.
Thank
you so much for putting yourselves forward. Public service is a noble calling
and the positions that you hold is public service at its highest. So I commend
each and every one of you, but I thank each and every one of you for wanting to
be involved, for making that commitment, to being dedicated to our province and
to wanting to make a difference, which is, I think, what we all want to do, no
matter what positions we hold in the province that we love.
Making a
difference is something that you can do, and I congratulate you and thank you
and wish you the very best.
