A AN ACT FOR GRANTING TO HER MAJESTY CERTAIN
SUMS OF MONEY FOR DEFRAYING CERTAIN EXPENSES OF THE PUBLIC SERVICE FOR THE

it appears that the sums mentioned are required to defray certain expenses of
the Public Service of Newfoundland and MAY IT THEREFORE PLEASE YOUR MAJESTY THAT- Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows: Short title 1. This Act may be cited as the Interim Supply Act, 2013. Interim Supply 2013-2014 2. From and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance and President of Treasury Board sums not exceeding $2,892,602,800 and the sums so issued shall be paid and applied by the individual Heads of Expenditure in respect of the financial year extending from April 1, 2013 to March 31, 2014 towards defraying the charges and expenses of the Public Service of Newfoundland and Labrador as set out in the Schedule. Transfer of funds 3. (1) Notwithstanding the Financial Administration Act, the
Treasury Board may transfer sums, both current and capital, voted within one
Head of Expenditure receiving the noted services to another Head of Expenditure
providing the noted services, during the 2013-2014 Interim Supply period, for
the provision of human resources, financial and related administrative services
provided in the listed activities by a division servicing multiple departments: (a) Executive
Council activities, 2.4.01 Financial Administration and 3.1.05 Strategic Human
Resource Management; (b) Department
of Finance activity 2.4.02 Corporate Services; (c) Department
of Natural Resources activity 1.2.02 Administrative Support; and (d) Department
of Municipal Affairs activity 1.2.03 Strategic Financial Management. (2) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Finance, 1.3.01
- Government Personnel Costs, to another Head of Expenditure during the 2013-2014
Interim Supply period, to facilitate expenditures for compensation, benefits
and other associated adjustments. (3) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within Consolidated Fund Services, 2.1.02
- Ex-Gratia and other Payments, to another Head of Expenditure during the 2013-2014
Interim Supply period, to facilitate expenditures for special retirement and
other payments. (4) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Environment and
Conservation, 1.2.03 - Policy Development and Planning, to another Head of
Expenditure during the 2013-2014 Interim Supply Period to facilitate expenditures
for Clean Air and Climate Change, Eco Trust, initiatives. (5) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Finance, 2.1.04
and 2.1.05 - Financial Assistance, to another Head of Expenditure during the 2013-2014
Interim Supply period, to facilitate expenditures for financial assistance and
initiatives consistent with the objectives of the Community Development Trust. (6) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Transportation and
Works, 3.3.02 - Development of New Facilities, to another Head of Expenditure
during the 2013-2014 Interim Supply period, to facilitate expenditures for the
planning of infrastructure projects. (7) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Finance, 2.1.04
Financial Assistance, to another Head of Expenditure during the 2013-2014
Interim Supply period, to facilitate expenditures consistent with the
objectives of the Innovation Fund. (8) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Finance, 2.1.04
Financial Assistance, to another Head of Expenditure during the 2013-2014
Interim Supply period, to facilitate expenditures consistent with the
objectives of the Core Mandate Analysis. (9) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Health and
Community Services to the Department of Child, Youth and Family Services during
the 2013-2014 Interim Supply period, for the provision of human resource,
financial, administrative and regional services affected by the operation of
the Department of Child Youth and Family Services. (10) Notwithstanding
the Financial Administration Act, the
Treasury Board may transfer sums voted within the Department of Child, Youth
and Family Services to the Department of Health and Community Services during
the 2013-2014 Interim Supply period, for the provision of human resource, financial,
administrative and regional services affected by the operation of the
Department of Child Youth and Family Services. Commencement 4. This Act comes into force on April 1, 2013. Schedule
