EXPLANATORY NOTES This Bill would amend the Highway Traffic Act to · require drivers to yield the right-of-way on entering a roundabout, rotary traffic island or traffic circle to traffic that is already in or passing around the roundabout, rotary traffic island or traffic circle; · require drivers to yield the right-of-way to traffic that is travelling to the left of the driver in a roundabout, rotary traffic island or traffic circle; · introduce associated penalties; and · group the provisions relating to roundabouts, rotary traffic islands and traffic circles together in the Act. |

S.100.1 Added 3. Sch. Amdt. 4. Commencement Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows: RSNL1990 cH-3 1. Section 100 of the Highway Traffic Act is amended by repealing subsection (3). 2. The Act is amended by adding immediately after section 100 the following: Roundabouts 100.1 (1) The driver of a vehicle entering a roadway in or around a roundabout shall yield the right-of-way to traffic in the roadway. (2) A driver of a vehicle in a roadway in or around a roundabout shall drive to the right of the centre of the roundabout except where a traffic control device giving other directions is displayed. (3) A driver of a vehicle in a roadway in or around a roundabout shall yield the right-of-way to traffic travelling in or around the roundabout to the left of the driver's vehicle except where a traffic control device giving other directions is displayed. (4) In this section, "roundabout" includes a rotary traffic island and a traffic circle. 3. (1) The Schedule to the Act is amended by deleting the offence and penalty provisions relating to subsection 100(3) of the Act. (2) The Schedule to the Act is amended by adding immediately after the offence and penalty provisions relating to subsection 100(2) of the Act the following:
