                   WHEREAS it appears that the sums mentioned are required to defray certain expenses of the Public Service of Newfoundland and Labrador for the financial year ending March 31, 2020 and for other purposes relating to the public service:

MAY IT THEREFORE PLEASE YOUR MAJESTY THAT-

Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows:

Short title

        1. This Act may be cited as the Supply Act, 2019.

Further supply 2019-2020

        2. From and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance and President of Treasury Board sums not exceeding $2,622,521,200 in addition to the sum of $2,864,878,600 authorized by the Interim Supply Act, 2019 and the sum of $2,089,149,900 authorized by the Interim Supply Act, 2019 No. 2, the aggregate of the sums authorized to be issued under this Act, the Interim Supply Act, 2019 and the Interim Supply Act, 2019 No. 2 being $7,576,549,700.

Effect of authorization

        3. The sums authorized to be issued by this Act as set out in the Schedule shall be paid and applied by the several heads of expenditure in respect of the financial year extending from April 1, 2019 to March 31, 2020 towards defraying the charges and expenses of the Public Service of Newfoundland and Labrador as set out in the Schedule.

Transfer of funds

        4. (1) Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within the Department of Finance, 1.3.01 - Government Personnel Costs, to another head of expenditure during the fiscal year ending March 31, 2020, to facilitate expenditures for compensation, benefits, contracts and other associated adjustments.

             (2)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Consolidated Fund Services, 2.1.02 - Ex-Gratia and other Payments, to another head of expenditure during the fiscal year ending March 31, 2020, to facilitate expenditures for special retirement, salaries and other payments.

             (3)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within one head of expenditure to another head of expenditure during the fiscal year ending March 31, 2020, to facilitate expenditures for Financial Assistance, 2.1.02 and 2.1.03, voted within the Department of Finance.

             (4)  Notwithstanding the Financial Administration Act, the Treasury Board may transfer sums voted within Consolidated Fund Services , 3.1.01 - Contingency, to another head of expenditure during the fiscal year ending March 31, 2020, to facilitate expenditures that have not been foreseen.
