9. -- MR. KEVIN AYLWARD (St. George's - Stephenville East) -- To Move:

"WHEREAS Transport Canada failed to seek local input before proceeding with the divestiture of Port Harmon;

AND WHEREAS the operation of Port Harmon is a critical part of economic development in the Stephenville area;

AND WHEREAS there is significant opposition to the privatization initiative currently being undertaken;

THEREFORE BE IT RESOLVED that this House of Assembly calls on the Federal Government to put in place an open public process to decide the future of Port Harmon at Stephenville."

10. -- MR. JACK BYRNE (Cape St. Francis) -- To Move:

"WHEREAS the Royal Newfoundland Constabulary Association has expressed grave concern on behalf of its members that the RNC, having lost more than 70 officers in recent years, lacks sufficient personnel and proper equipment to discharge its responsibility to protect the public in the jurisdictions it serves;

THEREFORE BE IT RESOLVED that this Honourable House call on the Government of Newfoundland and Labrador to address the concerns raised by the Royal Newfoundland Constabulary Association on a high-priority basis."

11. -- MR. ROGER FITZGERALD (Bonavista South) -- To Move:

"WHEREAS the residents and visitors to the Province of Newfoundland and Labrador rely and depend heavily on our road system for transportation, business, health care, tourism and for basic quality of life;

AND WHEREAS provincial roads and highways are in a serious state of disrepair in virtually every region of the Province;

AND WHEREAS the condition of the Province's roads and highways are a significant competitive disadvantage for Newfoundland and Labrador companies that market products in Canada and the United States;

AND WHEREAS there are over 900 kilometres of dirt roads and some 1,500 kilometres of twenty-five year old paved roads in the Province;

AND WHEREAS over $300 million is immediately required for provincial roads;

AND WHEREAS there is only $23 million budgeted in this year's Budget for provincial roads which is completely insufficient;

AND WHEREAS the Roads for Rail Agreement is coming to an end;

THEREFORE BE IT RESOLVED that the government negotiate a new cost-sharing agreement with the Government of Canada for road repair and construction that will bring the quality of the Province's roads and highways up to North American standards and contribute to the Province's overall productivity and competitiveness."
