“WHEREAS section 7
of the House of Assembly Accountability,
Integrity and Administration Act provides that the Sergeant-at-Arms of the
House of Assembly is to be appointed by the Lieutenant-Governor in Council on a
nomination by the House of Assembly;
NOW THEREFORE BE IT
RESOLVED that Mr. William J. Brown be nominated for appointment as the
Sergeant-at-Arms of the House of Assembly.”

“WHEREAS
AND
WHEREAS the lifestyle of
Newfoundlanders and Labradorians for work and for
recreation is connected to the land and the sea;
AND
WHEREAS we have seen
many tragedies and many lives lost due to distress at sea and on land, most
recently the death of 14-year old Burton Winters of Makkovik
Labrador;
AND
WHEREAS search and
rescue assets were not adequately deployed during the search for Burton
Winters;
AND
WHEREAS ground search
and rescue is a provincial responsibility and was the first point of contact in
the Burton Winters Tragedy;
AND
WHEREAS the Government
of Canada has announced the closure of the Maritime Search and Rescue Sub
Centre located in
THEREFORE
BE IT RESOLVED that this
House calls upon the Provincial Government to consider conducting a full
investigation into the Burton Winters tragedy, examining the actions of both federal
and provincial agencies and their coordination and communications;
BE
IT FURTHER RESOLVED that
this House calls upon the Provincial Government to evaluate the search and
rescue infrastructure within and available to the Province in a case of emergency
in order to determine if there is sufficient and stable service;
BE
IT FURTHER RESOLVED that
this House calls upon the Provincial Government, and our federal
representatives in the House of Commons and Senate, to consider establishing a
permanent search and rescue capability at 5 Wing Goose Bay; and
BE
IT FURTHER RESOLVED that
this House calls on this House of Assembly to establish an all-party committee
of this House to make representations to the Government of Canada to rescind
the closure of Maritime Search and Rescue Sub Centre located in

Move:
“WHEREAS the House of Assembly is the corner
stone of responsible government in
AND
WHEREAS the effective
and proper functioning of the House of Assembly is essential to good
government, effective legislative process and an open and democratic society;
THEREFORE
BE IT RESOLVED that this
House of Assembly calls upon Government to provide for a fixed House of
Assembly sitting schedule by introducing amendments to the House of Assembly
Act as follows:
“Section 3 of the House of
Assembly Act is amended by adding immediately after subsection (2) the
following:
(3) In 2012 and every following year, except
years in which there is a general election under subsection (2), there shall be
a sitting of the House of Assembly
(a) commencing on the second Monday in
March and adjourning on the Wednesday before Easter Sunday; and
(b)
commencing on the third Monday after Easter Sunday and adjourning on the
Thursday before the Victoria Day holiday; and
(c)
commencing on the third Monday in October and adjourning not later than one
week before Christmas Day.
(4) In years in which there
is a general election under subsection (2), there shall be a sitting of the
House of Assembly
(a) commencing on the
second Monday in March and adjourning on the Wednesday before Easter Sunday;
and
(b) commencing on the third
Monday after Easter Sunday and adjourning on the Thursday before the Victoria
Day holiday; and
(c) commencing no later
than 30 days after the general election day and adjourning not later than one
week before Christmas Day.
(5) Nothing in subsection (3)
prohibits the House of Assembly from sitting at times other than those referred
to in that subsection.
(6) Where the
Lieutenant-Governor in Council intends to adjourn the House of Assembly earlier
than the sitting dates referred to in subsection (3) or to cancel a sitting
referred to in subsection (3), the Government House Leader shall
(a) table a
report in the House of Assembly stating the reasons for the early adjournment
or cancellation; and
(b) on the first day of the
next sitting of the House of Assembly, give notice of a motion to debate the
report referred to in paragraph (a) and this motion shall have precedence over
all other substantive motions on the Order Paper.”
