MOTIONS

 

1. − THE HONOURABLE THE MINISTER OF JUSTICE AND PUBLIC SAFETY – To ask leave to introduce a Bill entitled, “An Act Respecting The Supreme Court In The Province”.  (Bill No. 7)

2. − THE HONOURABLE THE MINISTER OF FINANCE AND PRESIDENT OF TREASURY BOARD – To ask leave to introduce a Bill entitled, “An Act To Amend The Cannabis Control Act”. (Bill No. 19)

3. − THE HONOURABLE THE GOVERNMENT HOUSE LEADER – To Move:

“WHEREAS the Commissioner for Legislative Standards recommended in the Mitchelmore Report dated November 13, 2019 that this Honourable House should reprimand the Member for St. Barbe-L'Anse aux Meadows in accordance with paragraph 39(a) of the House of Assembly Accountability, Integrity and Administration Act;

 

AND WHEREAS the practice in this Honourable House in dealing with recommendations under paragraph 39(a) of the Act requires Members to apologize to this Assembly;

 

THEREFORE BE IT RESOLVED that this House of Assembly concurs in the recommendation of the Commissioner for Legislative Standards and asks that the Member for St. Barbe-L'Anse aux Meadows stand in his place and apologize to this Assembly”.

 

4. – MR. ELVIS LOVELESS (Fortune Bay – Cape La Hune) – To Move:

“WHEREAS the Premier's Task Force on Improving Educational Outcomes and the Education Action Plan both recommended developing a phased-in implementation plan for Junior Kindergarten;

 

            AND WHEREAS Ontario, the Northwest Territories and Nova Scotia have implemented or are in the process of implementing province-wide junior kindergarten;

 

            AND WHEREAS play-based learning promotes children's natural sense of curiosity and discovery through hands-on exploration of the world around them;

 

            THEREFORE BE IT RESOLVED that this Honourable House supports the Government of Newfoundland and Labrador in taking necessary steps towards establishing a Junior Kindergarten program”.

 

5. – MS. ALISON COFFIN (St. John's East – Quidi Vidi) – To Move:

“WHEREAS democratic reform is an important issue facing our Province;

 

AND WHEREAS many individuals and organizations living in our Province believe our democracy can and must be reformed, modernized, and strengthened;

 

AND WHEREAS the All-Party Committee on Democratic Reform, struck before the last election, has too narrow a mandate, and is not the best mechanism for achieving meaningful non-partisan democratic reform;

 

AND WHEREAS a better approach to democratic reform would be to establish a non-partisan Select Committee on Democratic Reform that works on behalf of and reports directly to the House of Assembly;

 

THEREFORE BE IT RESOLVED that this House urge Government to disband the All-Party Committee on Democratic Reform;

 

BE IT FURTHER RESOLVED that this House establish a Select Committee on Democratic Reform, with a mandate to review and make recommendations on:  voting systems and methods; voting age; funding of political parties; the role of third party groups in election campaigns; timing/date of elections; and other items at the Committee's discretion;

 

BE IT FURTHER RESOLVED that, given this Select Committee needs to be, and must be seen to be non-partisan in nature, that the Select Committee consist of the following:  two members of the Government, two members of the Official Opposition, two members of the Third Party, and an Independent member, and that the Chair of the Select Committee be elected from within;

 

BE IT FURTHER RESOLVED that the House consider how to ensure this Select Committee has the resources it needs to conduct its work”.

 

6. – THE HONOURABLE THE GOVERNMENT HOUSE LEADER – To Move pursuant to Standing Order 11(1) that the House not adjourn at 5:30 o'clock p.m. on Thursday, December 5th , 2019.
