The Order Paper is prepared and published each day that the House of Assembly is sitting. It sets out the ordinary daily routine of business (Routine Proceedings) in the House, including statements by Members and ministers and Oral Questions. Routine items are called in the order in which they appear on the Order Paper.

The Order Paper also sets out the Orders of the Day to accommodate items as they move through the stages of debate, including Notices of Motion for the reading of bills. With the exception of Private Members' Day, it is the Government House Leader who decides whether orders will be called and the sequence in which they will be called. Consequently, an order or item may appear on Order Papers for multiple days before it is called for debate.
